Skinned items are available by obtaining Skin Points.

You will need 240 skin points to exchange for a skinned item of your choice. When you have the required amount of skin points, you will need to log off the client. Go to the website - https://realmofanarchy.com - Here you will need to log in to your account to be able to access the Skin Store. While in the skin store you will select the skin you are wanting to get. This will put a scroll in your inventory when you log back into the client. You will then double click the scroll and the item in your inventory will change skins.

Please note that if a skinned item is dropped on the ground either manually by a player or by a PVP drop. This item will have a 50% chance to LOSE its skin and return to normal.
